You can withdraw money and find out your account balance at ATM’s of all the banks throughout Turkey, with your Türkiye Finans card. (A commission is charged at 1%+ 1 TL for money withdrawals and at TL 0.25 for balance inquiries if such withdrawal or inquiry is made at ATM of any other bank.)
